About PPWR

What is PPWR?

PPWR (Packaging and Packaging Waste Regulation) is a directly applicable regulation of the European Parliament and of the Council (EU) 2025/40 on packaging and packaging waste. It replaces the existing Directive 94/62/EC and, for the first time, harmonizes packaging rules across the entire European Union – without the need for national transposition.

The regulation entered into force on 12 February 2025 and will become applicable from 12 August 2026. Further obligations will then be introduced gradually through implementing and delegated acts until 2040.

PPWR Objectives

  • Reducing the amount of packaging waste
  • Supporting the circular economy
  • Increasing packaging recyclability
  • Limiting unnecessary packaging
  • Increasing the use of recycled materials
  • Harmonizing packaging rules across the European Union

Who Does PPWR Apply To?

If you place packaged products on the European market, PPWR is highly likely to apply to your business as well.

It most commonly affects:

  • Product manufacturers and packaging producers
  • Importers from third countries and exporters
  • Brand owners and private-label manufacturers
  • Distributors and retail chains
  • E-commerce companies and online marketplace operators
  • Logistics companies and packaging material suppliers

What Are the Risks of Being Unprepared?

  • Difficulties in placing products on the market
  • Regulatory penalties
  • Higher administrative costs
  • Challenges during audits
  • Requests from business partners to demonstrate compliance
  • Loss of business opportunities

We Offer End-to-End PPWR Solutions

Successful PPWR compliance requires the integration of regulatory expertise, business processes, data management, and digital technologies.

Our solution is built around three key steps:

1

Assessment and Solution Design

We will discuss your current situation, packaging portfolio, and export activities with no obligation. As part of a gap analysis, we will assess your current level of readiness and identify how far you are from meeting PPWR requirements. The outcome is a clear overview of regulatory risks, priorities, and specific actions – including an assessment of the availability and quality of your packaging data.

2

Implementation

We turn the solution design into action. We establish internal processes and responsibilities, prepare technical and audit documentation, implement packaging data management software, and engage your suppliers to ensure that all required data is available, controlled, and fully auditable.

3

Support

We stay with you even after implementation. We train your sales, logistics, procurement, and compliance teams, continuously monitor developments in European legislation, and help you respond to new implementing acts, as well as requirements from business partners and audits.

Frequently Asked Questions About PPWR

The regulation entered into force on February 12, 2025, and becomes effective on August 12, 2026. Additional requirements will be phased in gradually through 2040. We recommend starting preparations as soon as possible—the changes often require adjustments to packaging, processes, and information systems.

If you place packaged products on the EU market, it most likely does. The PPWR applies to manufacturers, importers, distributors, e-commerce retailers, brand owners, and packaging suppliers. We will assess the exact scope of your obligations as part of a gap analysis.

Not always. First, we need to assess which packaging meets the new requirements and which will need to be modified or replaced. That’s exactly what the initial analysis is for.

Depending on the size of the company, it usually takes several months. For international groups, it may take longer, especially when multiple suppliers are involved and various information systems need to be integrated.

Absolutely. Deploying a data management and compliance system before all requirements take effect will allow you to spread the costs over time and prepare your organization for future requirements.

We provide end-to-end implementation, from consulting to software. Successful PPWR compliance is achieved by combining regulatory expertise, business processes, data management, and digital tools. At Calmio Consulting, we help companies prepare not only for the PPWR but also for other European regulations – CBAM, EUDR, sanctions regimes, export controls, and other regulatory requirements.
